Transforming Metadata: Improving Access to Federally Funded Research

Recommendations from the US Office of Science and Technology Policy for updating public access policies for federally funded research put metadata at the center. While the details of specific agency policies are many years off, libraries can begin to prepare by developing strategies for persistent identifiers, good research data management practices, and awareness of impacts on scholarly publishing. In this session, OCLC staff were joined by knowledgeable colleagues who are meeting these challenges head-on. We explored questions related to research data management, metadata that complies with agency guidelines, adoption of persistent identifiers like ORCID, and impacts for university presses.

As metadata creation process and supply chains evolve, new architectures are emerging. At the same time, staff who handle metadata aren’t getting the professional development opportunities they need to keep up with this change. For a long time, linked data enthusiasts could not convince their leadership of the need to prepare for this transformation--but that has changed. In this recording from ALA 2022, OCLC staff and library metadata experts discuss the promise of linked data and what these changes mean for all of us. The panel explores the changes taking place in a number of areas, including the transition to linked data and identifiers, the description of inside-out and facilitated collections, and the evolution of metadata as a service, as well as resulting staffing requirements. The goal? Linking data across isolated systems and services will enhance library users' experiences and allow for efficiencies across the value chain. This transformation is key to achieving important library goals, such as multilingualism to support equity, diversity, and inclusion principles.
