Problem statement: Library user behavior can be determined and identified by the collections they use and the systems that they access. Circulation records, transaction logs, and reference queries are unobtrusive means to determine how libraries are being used. However, in order to identify how library non-users get their information and why both users and non-users access their information sources, it is necessary to observe and discuss their behaviors.

Impact: The impact resulting from these endeavors will include consensus, confidence, and focus. Program staff and Partners will gain an increased recognition of areas of overlap and difference among their various constituencies; further, their choices about how to allocate limited resources will be made on the basis of the most reliable and currently available information.
