OCLC's Membership Criteria and corresponding services and activities are proposed by OCLC staff and reviewed by the Membership Committee on an annual basis. The Membership Committee comprises Global Council member delegates and members of the Board of Trustees. Any changes must be approved by the Global Council and the Board of Trustees. An institution must complete at least one of the activities related to an OCLC service on an annual basis.
As a member-driven cooperative, OCLC collaborates and consults with members to help shape our shared future. Much of this collaboration occurs in member groups. There are three types of member groups: Advisory Groups, User Groups and Working Groups.

One of the most important benefits of your OCLC membership is the opportunity to participate in electing member representatives to your respective (Americas, Asia Pacific or Europe, Middle East and Africa) Regional Council and to OCLC's Global Council. Elections take place each year—and each qualified member institution receives one vote.
