No, we have not moved Wales, nor is the exclusion of 942.9 in Edition 22 of the DDC schedules an omission. Wales, and all the other numbers from 942.1-942.9 have not been enumerated in the full edition schedules since Edition 17 in 1965. Remember that the whole of the history schedule for specific areas is subordinate to the instructions at 930-990. These instructions tell you to add notation --3-9 from Table 2 to base number 9. Thus, you can build the number for the history of any area given in Table 2 by adding the Table 2 number to 9. For example, the Table 2 notation for Westminster is --42132, the number for the history of Westminster in 942.132. History numbers are supplied in 930-990 only to give users special information, usually notation for historical periods. The Wales history development in the full edition is omitted because there are blanket instructions under 930-990 to add the historical period notation for a country to numbers for the parts of the country. For example, in the full edition, you can add notation for historical periods to built numbers in 930-990 following the instructions at 930-990 (in the middle of p. 859 of v. 3 in Edition 22 or halfway down the schedule record in WebDewey). There is no instruction at 930-990 in the abridged edition to add historical period notation, however, and you cannot use such notation unless it is given in the schedule. Therefore, because the DDC editors want abridged users to be able to add notation historical periods for Wales, the number for the history of Wales is explicitly given at 942.9 in the abridged edition.
Also, please note that the Wales number can still be found in the index of the full edition. There are many built numbers found in the Relative Index that are not found in the schedules. All areas are indexed with their Table 2 number, but only some of the some larger areas (like Wales) are also indexed with their history number.
