Where should a book of photographs of the homeless/poor in Kharkiv, Ukraine, be cataloged?

The first question to ask when you are confronted with a book of photographs is: Is the focus of the work on the artistic value of the photography? In other words, does the work truly belong in the category of arts? If yes, the work belongs in 779+; if no--if the focus of the work in this example is on the plight of the poor rather than the artistic qualities of the photographs--the work should be classed with the subject.

Among the entries for "photographs" in the Relative Index, you will find the number T1--0222. The presence of this standard subdivision indicates that photographs on a subject may be classed with the subject.

The number 305.569 is given in the Relative Index for both "Homeless persons" and "Poor people." The caption for the record is "The poor"; the note says "Including homeless persons." This means that if the work is limited to homeless persons, you cannot add further, because the topic of homeless persons appears in an including note. Hence 305.569 is the number to use if you conclude that the work should be classed with the subject rather than in the arts and if you conclude that the subject coverage is limited to homeless persons.

If you conclude that the work gives comprehensive coverage of poor people, you can consider adding further. There is nothing in the hierarchy for 305.569 to prevent you from adding standard subdivisions with the usual single zero. Next, check the table of preference at the start of Table 1. You will find that "Treatment by specific continents, countries, localities; extraterrestrial worlds T1--093-T1--099" has preference over "Illustrations, models, miniatures T1--022 (except T1--0221)." You can then follow the add instruction in the record for T1--093-T1--099, find the Table 2 number for Kharkiv province (T2--4775), and build the number 305.569094775.

You could then consider adding further from the add table in the record for T1--093-T1--099. In that table, the notation 022 Illustrations is a shortened form of the standard subdivision T1--0222. You cannot add the standard subdivision T1--0222, but you can add the shortened notation 022 to build 305.569094775022. Hence 305.569094775022 is the number to use if you conclude that the work should be classed with the subject rather than in the arts and if you conclude that the work gives comprehensive coverage of poor people. Here is the summary breakdown for that number:

305.569 The poor
09 Historical, geographic, persons treatment (T1--09)
4775 Kharkiv province (oblast) (T2--4775)
022 Illustrations (T1 add table)

If you conclude that the work does belong in 779+, you must begin by following the add instruction at 779: "Add to base number 779 the numbers following 704.94 in 704.942-704.949 . . . . " You then look for a suitable subdivision of 704.94. That leads you to 704.949 Other specific subjects. There you are instructed to add to base number 704.949 notation 001-999. You can add 305.569 to build 704.949305569. Then, following the add instruction under 779, you add to base number 779 the numbers following 704.94 to build 779.9305569. You stop with this number if the subject coverage is limited to homeless persons.

If the work gives comprehensive coverage of poor people, you may add further to specify Kharkiv. You may not, however, add 022 for illustrations, because that would be redundant; 779 means photographs.

Here is the summary breakdown for the number 779.9305569094775:

779 Photographs
9 704.949 Other specific subjects
09 The poor
4775 Kharkiv province (oblast) (T2--4775)
