Is the number 973.099 really correct, why isn't it 973.0099?

The built number 973.099 is part of the range 973.01-973.09, which has the caption "Standard subdivisions" and the note "As modified under 930-990."

When you go to 930-990, you find an add table in which the standard subdivisions have notation 001 to 009, and 01-09 is used for historical periods. The number 973, however, has the historical periods at 973.1-973.9 (not 973.01-973.09): 973 drops one of the zeroes found in the add table. (In most cases in the range 930-990, historical periods do have a single zero, e.g., 943.01-943.08 Historical periods of Germany; in those cases the standard subdivisions must have two zeroes, as shown in the add table under 930-990. There is no need, however, for the standard subdivisions of 973 to have two zeroes.)

So to find out what 973.099 means you need to look at 0099 in the add table at 930-990, and 973.099 means "Description, critical appraisal, biography of persons associated with the history of the [United States] but limited to no specific period."
