The Waseda University Library was originally established at the time of the founding of the University in 1882. All together the university has 29 libraries: The Central Library, four Campus Libraries, and school libraries or reading rooms for students, attached to each school and institute. These libraries are holding about 4.5 million books.

Dr. Fukazawa was elected to the OCLC Asia Pacific Regional Council in 2015 and now he is a member of the OCLC General Council. He is Chairperson of Japan Consortium for Open Access Repository (JPCOAR), which is the repository community with over 540 members which are libraries, universities, research institutions, government funders and others.

Yoshiaki Fukazawa received the B.E, M.E. and D.E. degrees in electrical engineering from Waseda University, Tokyo, Japan in 1976, 1978 and 1986, respectively. He joined Department of Computer Science of Sagami Institute of Technology as a Lecturer in 1983 and Department of Electrical Engineering, School of Science and Engineering, Waseda University as an Associate Professor in 1987. He is also the Director, Institute of Open Source Software, Waseda University.
