About Technical Bulletin 241

Why read this?

  • To learn about the national library control number changes and their effect on OCLC® products and services.

  • Control numbers in bibliographic and authority records from the Library of Congress, the British Library, the National Library of Canada, and the National Library of Medicine will change to reflect Year 2000 requirements. These changes will affect the OCLC-MARC records you receive and the way you search for them. These changes will allow OCLC to continue to process and load records from the national libraries.

Record processing information

Important: Sections 1, 4, and 5 describe changes that may affect local system processing of OCLC-MARC records.

Online installation

Changes will be installed in December 2000. OCLC will notify you about installation and conversions via a logon Message-of-the-Day.

  • The only changes immediately apparent are the changes in LCCN and ISSN searching.

  • Control numbers in the new formats may appear in December, depending on when users start entering them.

  • Conversions to move some national library control numbers to appropriate fields will follow the December installation.

1 Library of Congress Control Number

LCCN format

The Library of Congress Control Number (LCCN) format will change. The year will increase from 2 to 4 digits. The LCCN remains 12 characters. The 3-character prefix will be replaced by a 2-character prefix that can contain alphabetic characters or blanks. The supplement blank at the end of the field will be eliminated.

Issue date

The Library of Congress plans to begin issuing control numbers in the new format effective January 2001.

LCCNs in authority records

LCCNs in authority records continue to display without the hyphen. The only change is that the new format adds the 4-digit year. LCCNs in authority records will be system-generated in the new format. Below are examples of the old and new format displays. The year section is highlighted in boldface.

Note: Old and new formats will be mixed in the OCLC databases and even in a single occurrence of field 010.

Field 010 and LCCNs

All LCCNs display and are input and output in field 010. Field 010 is restricted for LCCNs and National Library of Canada serials control numbers. Other control numbers are no longer allowed in field 010. Control numbers other than LCCNs that are in field 010 will be moved to other fields.

Suffix and revision information

The Library of Congress no longer uses suffixes and revision information. OCLC will remove all occurrences of suffixes and revision information from field 010. Do not input suffix and revision information in the 010 field.

2 LCCN Searching Change

When searching for LCCNs in bibliographic records with the fin command and the LCCN index label (ln), include the hyphen. (Previously including the hyphen was optional.) The table below describes bibliographic searching.

3 ISSN Searching Changes

ISSN and searching

This section describes the change to ISSN searching that results from the new LCCN format. Since the new format for LCCNs may look like an International Standard Serial Number (ISSN), you must search for ISSNs differently.

Troublespot: changed ISSN search

When not using the fin command and index label to search the numeric ISSN index, omit the hyphen in the ISSN.

4 Non-LC National Library Control Numbers

Field 010 use restricted

Only Library of Congress control numbers are input, stored, and displayed in field 010.

Exception: For CONSER purposes, serial records from the National Library of Canada contain National Library of Canada control numbers in the field 010.

Field 016

Field 016 is used for other national library control numbers and has been renamed and redefined. Field 016 is also part of the Standard Number index. The table below describes field 016.

The new field 016 is added to the retained record whenever it is different. The table below contains the merging rules for 016 fields.

British Library control number format

The British Library control number format was changed to add an alphabetic decade counter in January 2000. These numbers are stored in field 029. British Library control numbers formerly located in field 010 have been moved to field 029 and will also be copied to field 016. British Library control numbers are also present in the 015 field.

National Library of Canada control number format

National Library of Canada control numbers will be stored in field 029 and field 016, effective January 2001. All occurrences of National Library of Canada control numbers in field 010 will be moved to fields 029 and 016. National Library of Canada serial control numbers remain in field 010 and 016.

National Library of Medicine control number format

Historically, National Library of Medicine (NLM) control numbers have been stored in fields 029 and 016. NLM control numbers in field 069 will be moved to field 016. If the record contains multiple 069 fields, multiple 016 fields will be created. The NLM control numbers in field 029 are not affected by this change.

The table below compares the old and new National Library of Medicine control number formats. The format of NLM control numbers changed in 1998. Both old and new format numbers occur in the system.

Field 069

OCLC used field 069 to record National Library of Medicine control numbers for record matching when batchloading NLM files. OCLC no longer requires field 069 for matching. Field 069 will be deleted from all records and the control numbers moved to field 016.

National Library of Australia control number format

The National Library of Australia (AUT) control numbers are carried and indexed solely as text in field 029. They are not in field 010. National Library of Australia numbers will also be copied to field 016.

5 National Library Control Number Changes and OCLC Products and Services

OCLC products and services

All OCLC systems and services that supply OCLC-MARC records will support both old and new national library control number formats. All OCLC systems and services support indexing, searching, matching, and retrieval for both old and new format LCCNs. OCLC will not convert LCCNs. LCCNs issued prior to 2001 have the 2-digit year. LCCNs issued starting in 2001 have the 4-digit year.

OCLC Cataloging Express™ service

CatExpress users will be able to search the Standard Number index and the LCCN index using both the old and new format. OCLC recommends searching with the hyphen and without internal zeros to ensure more complete retrieval.

Cataloging Micro Products

OCLC CatME™ for Windows and OCLC CJK™ software users must begin searching the LCCN and ISSN indexes as described in section 2 and 3 immediately after the December installation.

OCLC CatME version 1.20 and OCLC CJK version 3.10 will incorporate the changes to the display of the LCCN. OCLC expects to release these new versions in December 2000. Previous versions of OCLC CatME and OCLC CJK will not display the new format LCCNs correctly.

OCLC CatCD® for Windows will be updated later.
