Problem statement: Understanding the need for change is just the beginning. To help staff make the necessary changes, new tools and services are need to supplant the familiar. By putting the means to effect change into the hands of those tasked with bringing it about, we can speed the implementation of new processes.

Impact:Without process standardization, each repository must make its own way toward the future. By developing needed tools and services, Programs and Research can help partner institutions radically alter their approaches and do so within common environments.

• Offer a Partner Forum to showcase existing metadata tools
• Create and carry out a series of initiatives around state-of-the-art thinking and requirements for persistent identifiers
• Design a Web-based application to expedite creating metadata associated with existing works
• Prototype a “Publisher Name Server”
