Annual plan and themes
Each year, the Executive Committee of the OCLC Members Council develops a plan for programs and activities through which delegates will discuss timely issues in the upcoming year. It includes proposed questions and objectives for each of the three annual meetings and related activities.
The annual plan consists of two basic tracks:
- A thematic track to deal with larger issues in librarianship and information science to relate them to OCLC, networks and libraries
- A strategic directions and environmental track to plan future OCLC services that meet the cooperative needs of libraries and similar institutions

Some of the specific issues recently or currently in discussion by Members Council include staffing, "record nabbing," and internationalization of the cooperative.
