I presume if there are no notes referring to tables under a given entry then one cannot use the tables. Is that true?

That is true for all tables except Table 1. In other words, you most certainly may build numbers using Table 1 notation without instruction. Table 1 contains what are called standard subdivisions. Standard subdivisions may be added to any number in the schedules for topics that approximate the whole of the number provided there are no instructions in the notes against adding standard subdivisions. More information about standard subdivisions is available in the Introduction. The section on number building begins in paragraph 8.1.
