Update requirements for EZproxy 3.2a

Important note for sites upgrading from versions older than EZproxy 3.2 to the current release

Starting with EZproxy 3.2a, if your config.txt/ezproxy.cfg file contains any Domain or DomainJavascript (DJ) directives with only *, com, edu, or similar broad domains, EZproxy now defaults to reporting an error to messages.txt/ezproxy.msg and ignoring these directives. EZproxy is not designed to handle such unconstrained configurations.

If you still choose to use such directives, you must place the following in config.txt/ezproxy.cfg as the very first line:

Option I choose to use Domain lines that threaten the security of my network

which directs EZproxy to accept such directives and process them as best it can.
