Were the instructions for changing the normal order of preference in Table 1 --08 dropped deliberately? Did I miss something?

The Table 1 --08 instruction you mentioned is still in DDC 22, but its location has shifted. In WebDewey (and at the top of page 203 in Volume 1) you can now find it under --081-088 instead of under --08 as it was in DDC 21.

In Edition 21, the instruction was to class with the number coming last.  This instruction worked well for --081-088; however, there was a class elsewhere note at --089 that instructed that --081-088 takes preference over --089.  In Edition 22, the overall order of preference is the same as in Edition 21.  The change was to move the class-with-the-last instruction to the centered entry at --081-088.
